The Role

The Project Controls Manager will support the project team in executing Vantage Group’s existing and future projects. The Project Controls Manager will be responsible for the management and oversight of project controls matters and compliance as it relates to; procurement, claims and change management, document control, correspondence and MWBE Compliance requirements on specific projects across the Vantage network. 

Responsibilities

Process and Controls

  • Develop project specific documentation to support Project Controls functions with support and assistance of Project Team members.  Developed documentation will clearly articulate the means and methods for; document control and storage, procurement, claims management, change management, MWBE compliance, processes for substantial and total performance handover requirements and cost controls etc., as required for each specific project.

Document Control 

  • Develop document control policies and procedures for specific projects based of Vantage standard procedures
  • Coordinate with document control supervisor to implement an appropriate project specific filing system for various users and access levels
  • Ensure systems are in place for correspondence and submittal tracking electronically through appropriate chain of custody
  • Coordinate with document control and IT to implement a backup system to ensure that project documents and working files are not solely in designers or contractors control.

Correspondence

  • Ensure systems are in place for project team members to receive relevant correspondence, track actions, and responses.
  • Ensure that all correspondence is easily retrievable and logically organized for quick review.

Procurement

  • Work with Procurement Manager to review procurement obligations with the project team under applicable leases and ensure procurement activities are clearly and actively tracked in the baseline schedule.  Assist Procurement Manager with executing procurement obligations per the schedule for specific projects.
  • Work with the Procurement Manager to review budget for various procurement activities and assist with the formatting and creation of scope and fee schedules that articulate the scope, cost and deliverables for the work.
  • Administer procurement process and prepare recommendations for approval with establish policies and procedures.
  • Under the direction of the Procurement Manager assist with the preparation and execution of purchase orders, supplier contracts, consulting agreements and construction contracts.

 

Claims Management

  • Develop project specific claims management system for the tracking of claims related correspondence between parties, ensuring adherence to contract timelines.
  • Manage the review of claims with project team members and develop recommend response strategy with Legal and Project Director.
  • Coordinate the collection and organization of supporting documentation in the pursuit or defense of claims with Legal and Project team members.

 

Change Management

  • Implement project specific systems for the management of all Contemplated Change Orders (“CCO”), Change Orders (“CO”), Directives and Site Instructions with the Designer and/or Contractor.  Facilitate the issuance, review and approval of COs or contract amendments with the Project Team and Project Controller.
  • Track all COs approved by and requested
  • Coordinate with Project Team, Legal and Scheduler for review, comment or acceptance of time impact analysis in connection with any CO, Directive and Site Instruction.
  • Coordinate with the Project Controller to confirm that changes are within the approved project budget and use reasonable judgement to elevate any expenditures that are, or will likely become, out of budget.
  • Attend regularly scheduled progress walks with project stakeholders and be able to provide timely and up to date information on the project’s progress (ie KPI’s)
  • Review monthly with Procurement Manager, Project Controller and Project Director the status of approved COs for monthly progress billings, claims, directives, site instructions and contract amendments.

 

MWBE Compliance

  • As and when required assist with the development of an MWBE plan with the project team for meeting project targets for contracted work.
  • Track performance against targets monthly and provide data for reporting.

Primary Qualifications

You hold an undergraduate university degree in Engineering, Project Management, Construction Management, Business Administration or related disciplines.  PMP designation is an asset.

 

You have 5+ years of project controls experience in cost control, budgeting, claims management on major infrastructure projects with a demonstrated ability to manage project budgets and controls for large, complex projects.  In addition, the following are preferred qualifications:  

 

  • Ability to work cross-functionally with impacted stakeholders
  • Strong capabilities in reporting and analysis are matched by strong communication skills
  • Excellent communication skills with the ability to present complex financial information to non-financial stakeholders.
  • Excellent verbal and written communication skills required; must be comfortable connecting and communicating with individuals at all levels of an organization
  • Demonstrated team leadership skills with the ability to motivate and develop team members for exceptional performance and contribution
  • Ability to navigate ambiguous situations, bring options and provide recommendation
  • Solutions driven and self-starter, who understands the importance accuracy and timeliness make a difference and contribute to the success of the business.
  • Solid problem-solving and decision-making skills
  • Comfort with ambiguity and ability to navigate uncertainty
  • Clear oral and written communication; adapts messages to diverse audiences; prepares reports, presentations, and training materials.

 

Primary Work Location: On site - Northeast US (Boston or NYC)
